I had the same problem with Zoe at first. She was a happy puppy but I felt she just wasn't bonding to me. Even though I was playing with her I stepped up the amount of fetch, playing tug, having her look for her ball, squeaky toy, etc. I also gave her tiny bits of training snacks each time she came to me when I called her. She got so where she could spin on a dime LOL, when she heard me call her name. Of course she had a motive...getting that treat, but in time she grew close to me and me to her. As I write this she is sleeping at my feet all worn out from her bath and us playing puppy games. If I were you I'd call her and give her a treat each time she came. Eventually she'll look forward to hearing your voice and come running. Let us know how things go.
