Don't feel bad. If you don't understand the politics, then that just means you fit in with most of the rest of us.
To answer your question, Partis are disqualified from the show ring in AKC events, but they have recently been allowed in other, non AKC venues. I'm not sure what the results have been there...never have seen it discusses other than to be stated that it was now allowed.
