The bark collar may not be for you; but if your neighbors are complaining ~ then it is probably time for some type of action before you get in trouble.
I think a dogwalker is a great idea if you can find one.
You could try the 'coins in a can' method where you shake it ~Lucy hates the noise and will stop barking if she's off on a tangent.
