When am I supposed to transition Betty Boop to Adult food? She turned one year old June 22nd.

The vet recommended changing her food a couple of weeks ago because of her having very mucousy poops, thinking this might be the cause. She was already on Blue Buffalo (puppy) and had gone through 2 bags. I recently thought I would try the Adult version before changing brands. Now she is itching, almost uncontrollably. Can't see any fleas so it must be allergies to the food.

Would a transition to the adult food cause the itching?
