The really annoying part is that the people who are not responsible enough to keep their dogs either in their yards or on leashes are also not going to be responsible enough to go to the homeowners association meetings...they are just lazy and irresponsible dog owners, and i see them being lazy and irresponsible in other areas of their life too....
