Practice, practice, practice, eventually they will start to stay still. Since my kids are being trained for show, I begin by putting them on the grooming table on a crage pad, getting them use to that first and just brushing the top of the head. I then add a topknot/neck pillow, get them use to that. Once they feel comfortable with that, I begin to part the hair and start adding bands. It takes a few days for them to get comfortable with the whole process. You do brush the overall top of the head, but a tiny comb works best.
