Our HOA does not allow signs (pretty nor ugly), except for security...ADT, etc, in the front of our homes. Since the sign seems to be the problem, maybe check with your home owners by-laws. Maybe there is some type of stipulation there.
In my previous posts, I was trying to give the home owner the benefit of the doubt, not assumptions, because none of us really know. If someone doesn't see poop in someone else's yard doesn't mean that the problem no longer exist...maybe it had already been picked up or overlooked.
