take him out on a non-retractable leash to the spot you want him to go on. give him the 6 foot diameter around you and thats it. give your potty cue word and then just stand there with him until he goes. it may take a while but he will eventually go. If its been 30 minutes, he still hasn't gone, and your getting tired of standing there then carry him back inside and put him in his crate for 5 minutes (make sure crate isn't big enough for him to pee on one side and lay on the other). after 5 minutes carry him back outside on the leash and repeat. Once he goes, give him lots of praise.

I got morgan when she was 13 weeks old around this time of year 4 years ago. we did that exact thing in every type of weather. i stood out in the rain for 30 minutes with her until she went. with the bad weather (rain, wind, snow, wet grass) you may have to stand out there longer for the first few times but he will learn that the faster he potties the faster he gets to go inside and out of the rain. Morgan is fully potty trained to go outside. never used pee pads
