I think 1/4 cup is more than enough! My Lillie is 2.5lbs and she eats 1/4 cup 2x a day. I do notice that when she gets more exercise than normal, she'll be REALLY hungry by early morning that her stomach will growl...but on those days, I try to feed her 3x instead of 2x...and she's fine. Maybe try adding some warm water to the food...and taking 1 kibble and hand feeding your pup so he knows how tasty it is ...and he'll eat on his own? I know Teddy makes me do that...it's a bit annoying but it gets him to eat.
