I took those yesterday at the park before I took him home and gave him a bath. He had a lot of eye crust! He is so skinny! His previous owner said that he was a 'picky eater'. She was feeding him Beneful dog food and I guess he was only picking out the red pieces?

Beneful might be the reason that he has eye gook and if he is only eating the red pieces that might even be a bigger reason for tear stains. Red dye is known to cause tear staining. My suggestions would be to eventually switch him to something without the red dye.
