Close all programs.
Click Start, and then click Control Panel.
Click Add or Remove Programs.
In the list of currently installed programs, click Windows Internet Explorer 8, and then click Remove.

Try this then run windows updates again, sometimes if a piece of software in manually installed instead through the update center website, it still thinks it needs to update it
