What did your husband say when he saw the little fella? Did he feel positive about the experience? I wonder if your hubby is worried that if you get another dog - Harley will become more attached to the other dog, rather than to him (hubby). And in my experience, that doesn't happen. There is just a different relationship btwn me and the dogs vs. the dogs and the dogs. Maybe explore that a little with him?
