Just depends on the neighborhood. If it's cutting through her yard, then she very well may own it. We technically 'own' our sidewalk. We own the land all the way up to the street and the sidewalk cuts through the yard and leaves that little 1 foot wide rectangle section of grass between it and the street. So technically, it is on our property. BUT, so long as the neighborhood requires us to keep it, they also have to take responsibility for repairing it and for any injuries caused on it. Seeing as there are kids riding bikes on it all the time, I think I'll let them keep the responsibility on their shoulders.

Now in this case, it the the sidewalk is just near her house, in a common area, well then tough cookies for her!
