Weird situation and little explanation.
I suggest if you are really interested in this puppy, to go with the breeder and take the puppy to a vet before making a commitment. This way both of you can be there and you will see each other asking questions to the vet. If by than you feel comfortable you can judge if the best will be for you to get him or not.
You can use the breeders suggestion to get A/D, which is a prescription food , as an excuse for the vet visit.
It sounds like this puppy is not right ... but it could be the way you posted and you have a wrong impression of what is going on...
But definetelly something for you to look into it carefully before commiting.
