If the conditions are as bad as you are describing then you need to call the authorities! He will be "encouraged" to turn them over and if he already wants them gone that might be all he needs. If they smell that bad bathing will not help and they probably need to be shaved down.

That smell gets into the nail and will not go away until the hair is gone.
