my Benjamin (Maltese) did the same thing. I pulled up all the throw rugs and it cured the problem. When he was little he was in a pen with his siblings and mom (at the breeders) and they had washable pads..i think he just saw the rugs as another pad when he came here. Now he is doggie door trained so he doesn't look for pads anymore!
