I agree with the OP completely. I think many times it's just an "excuse" used to garner sympathy, support and information in the hopes that by saying it was an "accident" it will spare them criticism for being irresponsible owners/breeders.

Accident you say? OK, fix the problem--have the dog spayed and eliminate the risks. Then come the excuses as to why that course of action is not an option. Accident...yeah, right!
