I was having this same problem. For the first 2 weeks we had our new puppy, he refused to poop on the pad. He caught on to peeing pretty quickly, but just would not poop on the pad. We kept trying to catch him when he started pooping and moving him to the pad and eventually it must've clicked, because for the last week, he's been pooping on the pad about 80% of the time. We make sure to praise him when he does and he gets a treat. I'm not sure what else to suggest. Maybe we just got lucky?
