Personally wouldn't put a 2 pound, 10 week old under anesthesia for elective surgery (including spay). I'd wait awhile. Dews can be done at that time (hopefully no major injuries happen before then). The tail is a bit more major and probably is not the best choice for her health (more time under anesthesia for something cosmetic). But if she is continuously going through trauma b/c her tail gets stepped on, that is something else entirely. The risks would have to be weighed against the benefits. Continual trauma is not going to be good for her, but maybe it will get better if she cries when it gets stepped on by your other pup and the pup will be more careful or she will learn to get out of the way. I wouldn't be in a rush to do it, but if it is causing a major issue, then I don't think it's wrong to dock it...
