I had the same problem with my baby (when he was a baby). I just went ahead and had him shaved as a puppy because it really bothered him to have me brush out all the mats, especially the ones close to the skin. I didn't want to traumatize him with painful brushing as i didn't want him to think it would hurt every time. The hair grows back really fast, and since then it has been much easier to maintain with regular brushing, which he sits still for and actually enjoys. Sometimes it's just better to have them shaved and start over with a fresh coat that you can maintain from the start. I think the problem was that when he was a puppy still with his mom it got tangled playing with the other puppies and being cleaned by mom and as the hair grew longer it just grew more tangled.
