It is possible that she is younger,, But I just wanted to add, that my brother got his puppy at 12 weeks and his front teeth were not in yet, in fact at at 14 weeks his bottom canine's were still not in yet..The vet even told him that he my not have any at all..but the vet said that he might be a slow developer. and it turned out that is exactly what it was..he found out that his puppy was 3 days longer opening his eyes than all of his litter mates.it turned out that he was 16 weeks old before all the teeth came in all the way..He is 5 months old now and completely fine, and smart as can be. so maybe she is just slow in development as well..
