So which is it? You either bought her or you didn't. You say you didn't get her from a breeder....where would a pup that young come from if not from the breeder?
Size alone will not help you determine her age. Trying to estimate off of the development of her teeth, as your vet did, would probably give you the best guessimate. She certainly sounds a lot younger than 13 weeks.
