There is no quick answer if your female is too small to breed - the question really is did you want to breed her? If not then bring her into the vet for a spay and neuter.
If you have a male and female who are unneutered and you don't want to breed, it is a huge responsibility to insure that over their lifetime no breeding takes place.
So neuter them. If you want to breed, then you will need to do the appropriate research and do all the necessary health checks first.
