Great question!
Ziva is 14 months and still chews everyday. I haven't found the "best" thing yet.
I just bought a "busy buddy" bristle bone w/ gnawhide treat refills by Premier it was $6 at pet supermarket with refill treats at $2.49- way less than online...
It keeps her busy for about 30 minutes but I don't know how long it will really last...

We also buy baby toys at yardsales very cheap, they hold up well and are very washable.

Last week we cut strips off an old fleece blanket and tightly wove them into a "keychain" (like the kids make at camp with plastic lanyard strips)You can hide little kibble between the weaving...
