I've heard that moth balls repell them, but I'm not sure that would help since you don't know where they're coming from. Every time you catch a mouse, bring it in to the office or super or whomever you need to. I'd also call the health department each time. Heck, I'd even call once a day until it's taken care of. I'd call the super, landlord, etc. once a day, too. I would not pay to have this taken care of since you are paying someone else to live there. If it were a house you owned, I would say to have it sealed, but I think this is someone else's responsibility.
