It may be at the discretion of the county. So your vet is probably right. I'd be upset too though.
With at least one company, the 1 year and 3 year are the same. So if your vet uses that vaccine, they could use it for either. It's all a bit ridiculous. The vaccine is good for at least 3 years no matter if a dog is at high risk or not. Makes no sense to me.
