10 weeks old? Sounds like he is doing great.
It isn't uncommon for them to not want to poop where they already peed. I used to put a clean pad down for shelby right next to the wet one so she would have a choice if she needed to poop. I scoop up poop right away with tp and flush it b/c she won't go near a pad that has that on it.
taking a pad outside helped shelby learn. the best time to do this is first thing in the morning when you know they have to go. As above post mentioned, get him used to a potty command, even when he goes inside. Be sure to use treats and praise during this learning period.
