HunnieBunnie - a couple of thoughts for you. First, this is gross (especially since you live in a highrise) but you might try taking one of his poops outside and leaving it for him. Let him smell it when you take him outside. Dogs often stimulate themselves to go by smelling excrement.
Also, how have you trained him what "go potty" means? Does he potty on command in the house?
Last, something else that he may be taking issue with is going on the leash. (I'm assuming that he is leashed outside). Many dogs who are used to going off-leash don't like to eliminate on-leash.
