I looked up the Illinois pet laws and they only cover pet shops and dog dealers. Private breeders seem to be exempt, although new, tougher legislation has been proposed:
"Dog dealer" means any person who sells, offers to sell, exchange, or offers for adoption with or without charge or donation dogs in this State. However, a person who sells only dogs that he has produced and raised shall not be considered a dog dealer under this Act.

Did you read your health guarantee? Many require you to take the puppy to your vet within the first 48 hours or the contract is void. Did you get him checked out when you first got him?
