Well, at least she's got it right while in the ex-pen. That's something to be proud of!

If it were me, I'd go back to treating and praising lavishly when you catch her going on the pads (even if it's when she's in her pen). She needs to have it reinforced that pottying there pleases you!

You might also take a pad with you when you go to other rooms (or keep some in other rooms).

I personally wouldn't punish (reprimand, shaking coins) when she goes in the wrong place. Too often, it leads to a dog who sneaks away from you when he/she has to "go". The most I did was an "Oh, Joey" in a disappointed tone. That was all it took - when combined with treats/praise for doing it right.
