You can bathe mom with "dawn" dish soap , it is not great for her hair, but will help with her fleas, clean the pups really well, clean all of their area.
Consider de-worming everyone with "PANACUR-C", and clean , clean, clean ... until you can get some flea meds for the mom ... make sure you run it by the vet before applying anything on mom, pups can also be "wiped" with face cloths with some white vinegar on them, will not kill the fleas, but makes them "go around"...
