yes it needs to be pulled out. cutting would only trim the tips off the hair and not remove it from blocking the ear canal. Most dogs don't care when you do it because it is dead hair that is easily removed. puppies just arent used to it and i think it frightens them. I think it may hurt a little too with some of them depending on the type of hair they have in their ears.

It is a standard procedure to do during a groom before the ears are cleaned.
