Well since the vet just recommend something that her own Board says is a no no she should get reported and a letter placed on her file. You are not to suggest or use this on dogs as recommend by the America vets own behaviorist. The only thing they are allowed to recomend is postive based training and rehab.
I fire the vet and find a new vet that is practicing good behaviour work based in the 20th century not in fantasy.
