Unlove I am in a quandry - useful suggestions needed!

So I thought I would keep Bailey even though he isn't quite as the seller said he was. He needs dental surgery (to the tune of $600+) AND he has LP and should have surgery for that AND he needs to be nautered. (Btw, the vet wont do any surgery until the dental surgery is complete because his mouth is so infected that he said the risk would be to great.)

He is actually very sweet. BUT...

Yesterday he attached the puppies THREE times! (I have three 12 week old yorkies that I am taking care of for my brother until their owners are ready for them.) The puppies were not aggravating him. They were laying on the floor at my daughters fee. (These puppies weigh more than he does. And they are close to being bigger than him. ) When my daughter tried to pull him away, he tried to bite her. She had a phobia of dogs when she was little. Now she is terrified of him... and she is 14!

What do I do guys? I can't ethically sell him because of his issues. But I can't keep him if he is going to be a biter either.

I feel so horrible and guilty... and I just don't know what to do.
