I would clap my hands and say NO. Or you can squirt her with water.

Or, you can train an alternate behavior. Like, if you can train a really good Sit/Stay with her, you can command her to Sit/Stay before she mounts. She can't hump and sit at the same time.

I do have to say, it's hard to imagine the cute little dog in your avatar being so x-rated.
