Well we only picked him up after he snapped at the dog!
And no he does not see the other dogs I mentioned very much at all...my parents live 8hrs away so we only see them every few months or so, and our friends have only pet sitted at their house once! We have taken him many places with us and he has seen lots of dogs and he has never reacted like this before...it was just strange. At first we thought he was annoyed because this dog would not play and wrestle with him like our other dog Stedman does but then it turned into him wanting to be a bully to a dog that could have eaten him up in one bite!
