Default Rotten teeth

Hi there, I just bought a yorkie, and unfortunately not doing as much research I was duped by someone who sells yorkies from puppy mills and has not responded to any of my questions after I purchased him. My yorkie's teeth are rotten but he's supposed to be only 1 year and a few months old. The doctor said that my yorkie is probably older than that. He showed me the yorkie's baby teeth which comes out after a yorkie is 6 months old, and said that those teeth shouldn't be rotting off if he was indeed a year and a few months old.

I am taking him back to the vet tomorrow to get his rotten teeth extracted and get a dental cleaning. Is there a way to find out how old my yorkie really is? I'm not sure if the adult teeth are rotten too but I'm scared. Are the baby teeth supposed fall off naturally past a certain age?
