A lot of puppies dont like there collars because its a new thing they have never had before. I think collars are very important to have with a information tag on incase something happens and they get out and lose. She knows now that if she throws a "fit" you will take it off of her. If shes not getting her mouth stuck on it (if she is it needs to be a bit tighter) then just let her wine and throw a "fit" but dont take it off. She will get used to it it just might take a while.
