Wow... what a dilemma, but I am sure most of us have been there.

First off I would try using a harness. It is less likely to hurt her throat and leave it on her so you can get to her easily until she is used to it. This might alleviate the fear of hurting her with the collar. With my older two they wore a harness for months until they learned come and sit and to potty outside. That way if they were having an accident or I needed to get to them quickly they were easily accessible.

Second... she is a puppy and she not used to her nails getting clipped. When she is calm pick her up and at any chance you get rub all of her toes individually. I did this with all three of mine and the littliest man he was a wiggle worm but now it calms him to have his toes rubbed. Then I would remain calm and do one nail at a time... the more anxious you get the more anxious she will get. If she gets wild put her down and try again whens shes calmer. Or if you have someone there to help have them hold her by her belly with her back faced to them and her facing you and then trim them, but the trick is to not get nervous and getting her used to you touching her toes.

Good luck and you will be fine, just use patience and consistency shes just a baby and if you continue with both she will be fine!
