Sammie and Gracie do not potty in the rain or snow either. They like to play in the snow but not do their business. We have a potty pad that they are both trained to and they do very well with it. It has become a lifesaver since we really don't have to take them out except to play and for walks. Every time we had to go out, we had to get coats on ourselves, the dogs, and it was a real pain. Now they just go on their potty pad and we never worry about having to take them out. We love it!!!!! By the way, they will still go potty outside - they did not unlearn that just because we gave them a potty pad.
