No, I think you are right. I think that I've seen disaster organizations complaining about people earmarking funds for certain disasters, and then ones that get a lot of press get way overfunded, and other situations don't get what's needed. I think I've also seen the warning that if you don't earmark your contribution, you should be aware that it may go to something entirely different from what you intended. I'm not sure you can just write a check to the AKC and write "kennel inspections" on it, though. It also appears that they get next to no money from donations, so I'm not sure we can have any impact there.
