I was having the same problem and started using the Goody elastic bands in the hair section. You get like 30 in a little package in pretty colors. I get the small ones that allow me 3 turns on one 'top tail' . Stays in forever. Slides right off without loosing hair or cutting. I'm on the same band with each girl since I bought the package a couple weeks ago. It's what I use for everyday.

I assume they are elastic, they are a little thick, looked 'wrapped' and have no metal parts, you can see one 'joint'. They have very little stretch, which is why they stay in and last so long, but because they are smooth coated, when you pull straight up on them, grabbing all the loops at once, they will slide right off. Fortunately, the girls lack of opposable thumbs is preventing them from, so far, getting them off each other.
