I do both, I focused more on him going outside at first, and then starting putting potty pads in his "room" which is the kitchen while I am away. When I'm not at home he goes on the pad if he needs to, I seldom if ever find poo in there (guess I'm not gone long enough for him to need to do both). He's six months old and the last accident he had was in my bf's place, but I didnt have any piddle pads for him there...So I do believe that it is entirely possible to do both, just focus more on the one that you want him to do while you are at home and able to provide for him, and use the other as a back up plan for when you can't give him the other.
