Dogs find something that they like scent of (usually something stinky), and they roll around in it to carry that scent with them. Part of their "calling card" to let other dogs know where they've been.

Jezebel rolls over on her back, legs in the air, and wiggles with abandon. My previous Yorkie would put her head & neck on the ground, with hind legs still fully up and butt in the air, then push with her back legs to move her body forward and rub her throat against the ground to get the scent of "whatever it was" all over her throat. We referred to it as "putting on her perfume."

Once at the dog park I noticed several of the dogs in a tight little circle, surrounding something on the ground and pawing at it. Then Jezebel jumped right in the middle of them and did her wiggle on her back. I went over to find out what they thought was so darned interesting -- it was a small dead grass snake.
