Isn't Victoria Stillwell, the dog trainer, from the UK?? I know she's mentioned that owners of dogs that bite or kill are totally liable for any harm done.
When I was a kid we had a mean German Shepard living next door to us and two mean fighting Pitt Bulls on the other side of us. Animal control was always at their houses.
