If you know your dog isn't completely housetrained, it is YOUR fault when there is pee in the house. Therefore, I concur that when you find your dog has inappropriately urinated on something, the rolled up newspaper should be used to whack yourself on the head and it would be even more effective where you to repeat "I should have been watching my dog" as you do it.
You MUST, at all times watch your dog and prevent him from peeing anywhere but outside. If you find a spot, you have failed, not the dog. You will erode your dog's trust and can cause other behavior problems punishing far after the fact. By preventing your dog from going anywhere inappropriately and praising liike crazy when he goes outside, you will get him trained. It just isn't fair to punish him when you basically let him use the house when you know he isn't 100% trained. Please follow your instincts and convince your husband to not do it.
