Default Bite inhibition help!

My 12 week old pup is biting like no other....everything! I know he's probably teething and we got him when he was 9 weeks old (I know, I know...had I known what I know now I would have asked that he stay with his mother longer) but I'm worried he hasn't learn bite inhibition? At first it was cute because it didn't hurt but now its really starting to get painful and I'm worried he'll become a biter. Has anyone else had this problem with their little ones? He loves to bite hands and feet and I've tried everything....I say "ouch!" and pretend to nurse my "wound" like one article says but he just keeps at it and pays no attention to what I said. I've tried saying "No bite!" sternly and giving him a chew toy instead but that doesn't seem to help. The only thing that sorta helps is the spray bottle I have...when he starts to bite my feet I say "No bite" and spray him with water. Haha I feel sorta bad but it works! Any suggestions on how to teach bite inhibition??? Thanks!
