Never heard of it. I can very well understand your reluctance in having a POP shot. Oxy, is very dangerous when in the hands of one that is not familiar and takes the precautions when using. Correct dosage is very important; most vets use 1/2 cc. However, my vet recommends 1/4 cc and only after the first pup has been whelped. I did have an emergency delivery, somewhat like yours, pup coming hind legs first; chin stuck on his mother's pelvis. However, the vet administered a POP shot, with no results. He then attached a tube to a very huge syringe that was loaded up with Sterile lubrication. Inserted the tube into my girl and shot the gel into her....pup slid out like a cube of butter.

But, I will ask my vet about it and see what he says. Although, I think you'd have less control over the dosage.
