I am not familiar with Poochie Bells, but I just found a photo of them. I wonder if it would make a difference if you placed a bell on the floor. This is what I used for Cooper. Tell Bell - Kelston Products

You say that YOU consistently ring the bells, but does Duke touch them? Are you pushing his paw into them? I can't speak highly enough about the Tell Bell. I even travel with it. Last time I kenneled my Cooper I had them put his bell in his crate (that backfired, since he rang it every 20 minutes to get out of the crate )
