My dogs don't have fleas, and they don't go out in the soil. If you treat the adult dogs before they breed, there will be no reason to treat the puppies.

Be proactive, Treat the problem, not the symptom. By only treating the symptom, it will be ongoing, you have to treat the problem before hand.
